WebI'm no excel wizard, but processors vs threads is a distinction. If hyperthreading is turned on in one vs the other you will have slower per 'thread' performance on the hyperthreading PC. It could be that excel has a maximum use of 8 thread/cores. I would check the bios settings are the same, and if they are contact the manufacturer.
